Get replay-window nonce state

/api/v1/trading/nonce-state/:account

Read-only view of the account's windowed replay protection: the floor, window width, out-of-order usage, and the currently open nonce holes (ascending, capped server-side). The one-stop resync endpoint for pipelined clients — pair with the owner-signed AdvanceNonceFloor fence action to consume every open hole in a single step.
