Get replay-window nonce state

Read-only view of the account's windowed replay protection: the floor, window width, out-of-order usage, and the complete current nonce availability map (ascending, capped at 256 entries). The one-stop resync endpoint for pipelined clients — pair with the owner-signed AdvanceNonceFloor fence action to consume every open hole in a single step.
