Self-verify the authenticated BSL compact account mapping

/api/v1/bsl/account-mapping

Returns the authenticated account hash, recommended compact index hint, primary/shard mapping diagnostics, and the identity-authority contract. compactAccountIdx is a non-authoritative locality hint; the verified SignedAction or registered session key determines account identity and the target shard normalizes its local dense index before apply.
